President
Scott Matetich
Scott has nearly 20 years of experience in acquiring property rights and providing relocation assistance on behalf of local, state and federal agencies in Washington. He is President of LaBonde Land, Inc. d/b/a “Summit Land Services” and negotiates its contracts, provides project management oversight for all its staff, and is responsible for monitoring the workloads and overall quality control of the firm.
Scott also performs as Senior Right of Way Agent by maintaining a consistent workload of special projects. Scott has built a reputation of delivering right of way projects through organizational excellence, time management and dedication to the work.
His foundation is in 49 CFR Part 24 – The Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, and has additional experience in leasing and tenant improvement build outs for the General Services Administration under Federal Acquisition Regulations (FAR). Scott has successfully managed federally funded projects involving risk and alternatives analysis, complex property acquisitions, complex business and residential relocations, surplus property dispositions, and construction monitoring. Scott has an expert eye for title review and document quality and has authored various reports including Acquisition and Relocation Plans, Project Funding Estimates, Excess Real Property Plans, Surplus Property Dispositions, and other special projects.

Project Manager
Megan Hendrix
Megan Hendrix is a WSDOT-Approved Acquisition Consultant and Senior Right of Way (ROW) Agent. She provides over six years of experience working on Certified transportation projects, transit and local public agency projects, and over eight years of background in real estate property management, including serving as an on-site property manager in the affordable housing industry. Megan delivers a strong background in the development of internal auditing procedures, reasonable accommodation per Section 504 and ADA laws, and LEP planning to ensure ongoing compliance with federal funding requirements. She also previously completed an internship with Skagit County’s GIS department, where she honed her technical aptitude in mapping, legal description examination, and database management for public agencies. These skills give her a unique insight into the acquisition process and she is sought by clients for her consultative approach and keen ability to remain calm when applying appropriate levels of diplomacy with project stakeholders, tenants, and property owners, particularly those with diverse ethnic or socioeconomic backgrounds.

Right-of-Way Agent Cerrisa Montez
Cerrissa has a natural talent for building relationships and provides clients and property owners with the utmost respect and honesty. Her work ethic is second to none and makes sure there are no details missed. She is continuously engaging in learning opportunities to grow her knowledge and career.
With over 7 years as a Right of Way Consultant, Cerrissa has negotiated and acquired many property rights including fee acquisitions, permanent easements of many kinds, temporary construction easements, as well as rights of entry for a variety of purposes. She has also successfully provided relocation assistance for residential owner-occupants and tenants.

Right-of-Way Agent Brianna Becton
Meet Brianna, a dedicated Right of Way professional who recently joined Summit Land Services bringing with her a diverse background in education, city planning, and residential real estate. Equipped with a Master’s degree in Public Administration, Brianna brings her academic achievement together with practical experience from her role with city Planning and Parks and Recreation departments, where she pursued the goal of enhancing community spaces sustainably.
Brianna is a licensed real estate broker and notary public in the state of Washington and takes pride in ensuring that all transactions and handled with precision and that your Right of Way procedures are carried out with integrity. Her commitment to excellence and community advancement makes her a valuable asset to the Summit Land Services team!

Right-of-Way Agent Brianna Becton
Madison Cortez has spent the past 18 years building a career centered on helping clients make informed real estate decisions and maximize value from their investments. With extensive experience in investment sales, commercial property operations, and client relationship management, she brings a well-rounded perspective to every transaction.
Before joining Summit Land Services, Madison spent more than 13 years as a licensed Real Estate Broker specializing in investment properties, working closely with investors on acquisitions, dispositions, and asset positioning strategies. She also served with CBRE Group, Inc., supporting the management of industrial and office properties for world-class tenants. Combined, these experiences have given her a strong understanding of both the strategic and operational factors that drive property value.
In her current role with Summit Land Services, she leverages her real estate expertise, negotiation skills, and relationship-focused approach to support right of way acquisition projects, working collaboratively with property owners and public agencies to facilitate successful outcomes.

Office Administrator
Shauna Hurn
Shauna is a professional with a background of 10+ years working in corporate Seattle with the last 5 years as our Bookkeeper/Staff Wrangler at Summit Land Services. During that five years Shauna not only rocks the role as of bookkeeper, she has quickly learned to become a Right of Way Admin as well as dabbling in Project Management and HR. She has found a home working with our “small but mighty team”.
Before corporate Seattle and Summit Land Services, Shauna started out with a Marketing Degree/ Art Minor at Western Washington University which she has steadily been growing upon through her 10+ years in Portrait Photography, which brings to light her attention to detail and process and in Small Business accounting that keeps our office running smoothly.
